Area 51, along with Areas 1 through whatever, were named by the Atomic Energy Commission in the late 40's to help them track radioactive contamination resulting from above ground atomic bomb tests. They needed a way to "bin" contamination measurements after each test so that they could accurately plot the dispersion of the radioactive cloud. Basically, a grid was laid over a map of the southwestern US and each square was given a number.
